Complimentary colors are opposite each other on the color wheel.  High contrast of these can create a very vibrant look. It really has to to paid attention to so it is not hard to look at or jarring.  It is a very tricky scheme to use in large doses.  But it is a bit of color theory that truly works when you want something in your painting to stand out.  Such as purple flowers against a yellow wall.
